Depends on if you are talking offense or deffense.

Lots of stuff has an op special attack now. I hear snorlax is the strongest if you get the right move set.

They nerfed water guns damage but its attack speed still allows her to dodge endlessly or mow shit down in gyms and she's still the highest base hp water type outside of lapras (who you will never have the candies to keep maxed).
