It can rarely make use of Sand Force as you'd either need to give up a moveslot or teamslot to set up Sandstorm, and even then it'd only last for a limited amount of turns. Magnet Pull, on the other hand, is a constant effect that can be used to trap certain offensive threats or walls on the other team, and since it has STAB Earthquake, it'd definitely make good use of it.

If Magnezone can be successful with it by using Hidden Power Fire/Ground, then Mega Steelix would be excellent with it. Maybe not enough to make it amazing, but many abilities would be better than what it has right now.

It gets Rock Polish. You could send it in on a Ferrothorn without Leechseed and it would use enough Rock Polishes to actually be able to outspeed things.

Besides, Mega Steelix has a few things going for it, at least compared to Mega Aggron. Its Heavy Slam is even more powerful, it has a secondary STAB, it takes neutral special attacks better and most Electric types can't do anything to it. It's only held back because UU is Bulky Waters: The Tier.

He'd still be completely inferior to Magnezone. Worse at killing Skarmory and Scizor, and Heatran either has balloon or cripples it with Lava Plume first. He'd be better off with Heatproof or Sheer Force, or best yet a new auto-Gravity ability.

And he won't get Recover because it's thematically inconsistent. Your best hope is Coil (+Rest).
