Literally one of two fish introduced in gen v. It's so they had something to catch while fishing/surfing, and the forms were just to make it more interesting.

Because Unova was predominantly based on Northeastern America and bass are a common and popular fish in that area.
But why they made Basculin so pointless and yet unique is beyond me.
