Anarchy
None of them really seem to have governments beyond those required to keep the Pokemon industry functioning. It's almost as if the industry has taken over the government and has de-funded all normal government functions (hospitals, roads, schools, etc.) and is diverting all tax money to Pokemon Centers, league administration, trainer schools, and other ways for them to enrich themselves.
What would you call that sort of government, like a Corporate-Socialist Oligarchy?
