It's so-called overpoweredness is countered by its situational use - imagine the amount of set up it needs. In order for it to be really effective, you have to not only be in a situation where your opponent can deal a lot of damage to you at once, but you have to predict that he'll do something - and the consequence of predicting wrong is that not only does that strategy become unviable, but your opponent gets one turn extra of whatever it is they're planning.

Given that, it really isn't even close to overpowered.

Try Sturdy Aggron with Metal Burst. Some pokemon can't do anything about it.
