I personally would suggest Uxie from Diamond and Pearl because it has acess to yawn and amnesia. Give it both screens and time to set up and you have yourself a wall.
Blissey and Regice are good Special Walls.
Regirock and Shuckle are.good for physical walling as well.

Barring Return/Frustration and Hyper Beam, there aren't exactly a ton of other options for this poor thing in Gen 2. It can't even learn earthquake or much of anything to cover it's fire weakness.
