The art you posted is a bad example since back in the days before Blue was released they didn't know where they wanted to take stuff and just tried to make everything look as cool as possible.

Why did they focus on making all lapras artwork have the most intense bedroom eyes of all pokemon? I mean, its fucking distracting as sin when its eyes are so different from even the very mons in the same gen it was introduced. It'd be better with the angry eyes instead of fuck me eyes.

My point still stands, lapras' eyes and its overall design are much more... questionable in comparison to the rest. It just seems like it was made for degeneracy, much like salandit.
