My theory is that they did this on purpose. The caterpillar into the butterfly is the easiest, most stereotypical evolution that exists, so the mixed it up to restore that "mystery" by swapping its evolution out for something designed to evolve from something else.

People were just surprised. A lot of people hated Greninja at first for not being Frogadier 2.0 (who, just like Dewott, was wildly popular and the "cool" midstage). But Greninja has a neat typing and amazing ability to get a good rep. Samurott does not.

I can understand where they're coming from, I played BW blind and grew attached to Dewott and when I evolved it I regretted it. Eventually I got used to Samurott and it grew on me.
It's not one of my favourite Pokemon, but I still like it more than its prevolution, unlike Flygon which I can't say the same for.

If the eyes were the only similarities, I'd agree with you, but no other pokemon has that same face, let alone all of those other features.

This is also Gen 1, which is a notoriously messy generation with a lot of fuck-ups ESPECIALLY on the visual side.

Not him, but there were tons like that, that we know about for a fact. Just look at the Green sprites, some of the designs are totally different.

Remember, a bunch of random people+Sugimori were basically throwing designs in. They were refined later on.

That's not an art fuckup. Those are early design elements that were changed later.
They didn't accidentally program Butterfree in with the wrong sprite (and name? and typing? I'm not sure how much people are implying with this theory) and not catch it. The fact that there was so much design tweaking and refinement going on is evidence that they wouldn't overlook something like that.

Actually it's been discussed that they wanted people to pick between a cute bug and a tough bug in early game of RB. Venomoth just didn't look appealing for early game.

Flygon comes from Dragonfly, which is an insect that resembles an adult antlion.
Salamence comes from Salamander, a mythological creature similar to a dragon.

What's so hard about it?
They wanted a different looking final evolution for either Caterpie or Venonat, so they just switched them in the design phase but didn't switch the eyes.
It's not exactly complicated.

Not saying any of the designs is bad nor good, but if I recall correctly Blastoise was designed first.
I'm guessing when they tried to design the middle evolution they got lost and didn't know how to make the jump from Squirtle to Blastoise, so just pasted some details on Wartortle and called it a day, which is probably how half the gen1 was done.
To be honest Wartortle looks way more generic shit than Blastoise to me.
