Why is Castform so underrated?

It's cute and maybe ok in game (I've never used one), competitively it's shit unless you baton pass it stats that have been raised.
Though I do wish there was more art of it and its forms because I'm a fan of its design

It's not underrated. It's rated exactly as it should be, which is to say, it's rated as a piece of unusable trash. Even at the height of the Weather Wars, when you would think a Pokemon with Castform's concept would thrive, it was STILL shit. I have doubts that even a Mega would salvage it.
