Only technically. In canon Arceus gets defeated pretty easily. I'm pretty sure like, Heatran or Magneton kick its ass.

Gen 1 Mewtwo was only circumstantially strong because it had the uncontested highest BST in the game and untouchable stats. M-Fug is arguably better considering it's compared to 717 other Pokemon and still too broken to be fair against any of them.

And Amnesia sharply boosted Special, (before it was split into two stats) and he didn't really have any effective weaknesses (What are you gonna do, Pin Missile? Twineedle?). Mewtwo is probably almost the sole reason Dark type exists today, desu.
