Mew is unbeatable in HM slave ability.

With a limited distribution and high evolution level, Dragonite is pretty bad for a HM slave. Bibarel is much better as it's available (both in gen IV and XY, HM slaves aren't really that needed in gen V, and Dragonite is only postgame in Black anyways), evolves early and even gets STAB on most HMs it learns, so it's somewhat usable as well. It can't Fly, but honestly it's not a big loss.

Fly and Surf are the most used HM moves in post-game. Only a limited amount of Pokémon can learn both moves. Dragonite and Wingull line can learn both moves.
