Pokemon is a rock, paper, scissors based game where everything is pretty much countered. That is unless you add rules into the mix like Smogon and VGC which would bare some counters from being used giving other pokemon the ability to be the strongest. So yeah she is right if there are no rules being used.

With Ray it wouldn't matter because it usually packs extremespeed.
