Why is this Pokemon part Normal Type?

Type variety. They've been making a lot of Normal/X types recently besides Flying.
This is great news for me, since I like Normal types and enjoy the variety. I'm looking forward to Drampa and Bewear.

To expand a bit-- Heliolist and Helioptile are normal types; they have no special abilities unless they're charged with solar power. At which point they gain electricity as a resource to expend. The normal/electric typing plays into the flavor--Heliolisk is like a giant solar panel, it has to expand its collar and collect sunlight in order to have anything to discharge. Helioptile is like a little solar battery and has to absorb shit from the black parts of his body just the same. This also plays into the idea of lizards and reptiles tending to bask in the sunlight.
Really fucking cool concept, imo
To add a weakness to it since that's the only thing normal is good for.
