Which game?

Earthquake should always go with Quag, it's one of its reliable moves. Surf and Waterfall are interchangable - you'll have STAB, but, if you're playing Gen IV and up, the line is more physical Attack than Special Attack. Or you could have both instead, Muddy Water isn't exactly its best move. You're better off saving Ice Beam to use for another Pokemon.

Earthquake/Surf or Waterfall/Amnesia/Strength

Something kind of has to have strength on the team, so if you can give it to anything else, give Quagsire Ice Punch if it's available. Same with Surf, if anything else can use it, give it Waterfall.

Anything in Johto, or Colosseum. You get Quagsire in Battle Square in Pyrite Town, so it's very early on. Plus, it gets Surf which doesn't hit partners, and plenty of pokemon pair beautifully with its Earthquake. Only downside is in gen 3, Quagsire learns EQ later than any other gen, 42.

You can also catch one in Sinnoh, but you have to wait until around the 5th gym to get one in Platinum, where you can hike down to the same route before leaving Hearthome in D/P. So honestly, Johto's probably your best bet, just remember it's after Violet city at night only.

Keeping Amnesia gives you a bit of Special Defence you can use if its holding a Shell Bell (you can get one after you have access to Rock Smash from Johto Route 32), as long as you're not fighting something that's barreling through your team members left and right within a single turn.

Or you could keep Yawn, too, takes a turn to activate but it's by far one of the most accurate sleep-inducing moves out there. Rain Dance is another option to give your Water moves just that much more power. Otherwise you can teach it Strength to make getting around easier.

If it's a female Wooper you can get your laughs by teaching it Attract, it'll work fairly reliably against male Pokemon as a disrupting move.

Note that I'm not saying that Quagsire cannot carry Ice Beam, but only if you have no better Pokemon to give it to. Anything is better than no Ice Beam.
