I'm doing an Emerald vanilla run because I never played the original RSE and wanted to give it a try.
Is this little guy usable ingame?
I heard it's somewhat viable in later gens, but here seems like the lack of Quiver Dance, strong moves and phys/special split really hurts him.
Experiences with him? Is Water Sport useful at all?
And why not, ask/talk about pokemon ingame if you want.

Really, really not great. There's something that does each of its jobs better than it available at practically the same time. Tailow and Wingull evolve into much better Flying types, Ninjask is a much better Bug type. If it kept its Water typing it would have some nice resistances and cool STABS going for it but right now it's only gimmick is being one of the only bugs to learn a water move.

I used him in my first Sapphire game as a kid but I recall he wasn't great

It takes to long for it to learn worthwhile moves, especially on the special end where its stats lean.
Intimidate can come in handy, though, you just have to wait a long time for it to pull its own weight.
