It scales with level and base stats.

In Magagony Town, Lance has Dragonite use Hyper Beam on some Rocket guy and it clearly leaves him incapable of fighting but still conscious. Assuming your average Pokemon world denizen has defenses comparable to, say, Machop (with 50 base HP and 35 SpDef), and IVs of, let's say 10...

0 SpA Dragonite Hyper Beam vs. 0 HP / 0 SpD Guy: 100-118 (86.9 - 102.6%) -- 18.8% chance to OHKO

So 100-120 HP seems likely. Black Belts or Hikes would probably be a bit sturdier, and something like Psychics or Hex Maniacs would of course be squishier.

Now the trainer character. In BW2, Ghetsis has Kyurem attempt to use Glaciate on you, which, judging by the scene, would undoubtedly have killed you. Using the stats from before for the protag, Glaciate only does between 84-100 damage. The player character might be around 80 HP, but it's also likely that they have just as much HP (more energy, given their youth) but weaker defenses.

Isn't it just possible that such a highly trained Dragonite could control it's output and not seriously injure a regular human?

nah
