No, not really. The lowest tier you could play in is UU iirc, and Kingler sucks balls, Slaking is a useless gimmick, and Seaking sucks balls, too. It also has such a homogenous type makeup that it would get completely destroyed by most Electric or Grass-types, and your only answer for those is Nidoking or Slaking, both of which will take a lot of hazard damage throughout the match. Seaking might be able to do something too with Lightningrod and Megahorn, but don't bet on it. It might be able to beat bad players on the low ladder, but it would lose to a well constructed team held by a good player.
