Both wrong there was never meant to be any connection between Cubone and Kangaskan.

Missingno is literally just an error handler programed into the game, it's name is literally Missing Number indicating that the game has displayed Missingno when it can't find any data that corrisponds to a pokemon.

This error handler can be forced to read from different areas of code based on some hex codes created by some trainer names, trainer ID and hidden ID etc and can be abused to get the error to work in specific ways, the 6th item becoming 128 effect is thanks to the way the hex code is laid out.

TL:DR Cubone =/= Kangaskhan and Missingno is NOT something more that the game trying not to fuck up.

Also Mew was added last minute into the code after the game was okay'd for production.
