I've been playing pokemon since Gen II and I've yet to raise a Jynx. I always intend to use one, but there are so many pokemon that can do her job better.

I used one toward the end of Gen III in some local tournaments mostly to fill a niche on my team and she did an okay job as a revenge killer with Lovely Kiss/Ice Beam/Psychic/filler. Granted this was the days of RSE, and everyone was using Salamence and Gengar, so she was pretty helpful.

She's been useless in every game since, though.

Most of the Gen 2 Pokemon fit this bill I'd say. Unless their names are Scizor or Tyranitar, most have been forgotten by the majority of players. Kind of a shame too, because even up until Gen 4 people were using BlissSkarm.

I'm a huge fan of the Gen 2 starters, and mons like Ledian and Jumpluff at top of thread are some of my favorites.

Xatu and Ursaring are my two favorites from Gen 2 and they rarely get acknowledgement, but I wouldn't say they aren't popular.

I love bug type and will usually start off my ingame team in new games with the regional bug line.

Vivillon is probably my favourite of the bugs. Quiver Dance+Hurricane wrecks shit. Also butterflies are amazing.
