I like to think that Jynx was originally going to get an evolution, but because they couldn't get it approved, they gave it a drastic redesign that eventually ended up as Froslass.

It would explain why Froslass exists for seemingly no reason, as well as why it has such an interesting typing instead of Snorunt/Glalie's Mono-Ice -- perhaps being planned as an Ice/Psychic, but without a link to Jynx, they could shift it a bit to Ice/Ghost for uniqueness. Both species are also female, and have dark/discolored 'skin' underneath what is effectively clothes.

6 entire years before "the everstone stops working on a trade evolution" happening seems severely coincidental, especially since there was an entire generation of 5 different games within that time span that could've been added.
