Probably just prankster, because then it could get priority substitute, and bait out misses or the opponent trying to set up, and then be protected for a free priority spore, and even fire off a leech seed before dying.

This wouldn't make it OU, but it would be decent. In reality it just needs better stats. Gamefreak were obviously afraid of spore being broken, so they just made it weak as fuck. Buff its special defense as it can't even wall water types thanks to it being weak to ice

Nothing to fix, he has a tiny niche with wide guard that amoonguss doesn't cover, so he is not truly 100% outclassed. I run him in doubles and most people don't even know his move pool and try to do heat wave/ hyper voice/ rock slide shenanigans.

Not all Pokémon need to be top tier.

Actually, Work Up would make it a deadly mixed attacker. Even if it doesn't have STAB physical, it gets fighting moves to deal with the ubiquitous pink blobs.

Parasect is fine (in doubles). It fits very well on Trick Room, Rain Dance, or Trick Room/Rain Dance teams; it's got plenty of excellent support moves like Spore, Rage Powder, and Wide Guard; and its balanced stats allow for both physical and special sets (and it learns some useful stuff like Knock Off).
All it needs is some higher stats across the board (EXCEPT for speed) and it'll be fine.
Alternatively, just retcon Amoonguss out of existence.
