i know no one cares but here is my reasoning:
I really like Pidgey. I think it's a very good example of what a Pokemon should be. When it evolves it becomes noticeably bigger and different but then it evolves again and gets... longer hair? Honestly it's hard to tell the difference between Pidgeotto and Pidgeot sometimes so I'm giving Pidgeotto a 2 because I like Pidgeot slightly more and one of them is redundant.
I don't quite understand all the aspects of Hoothoots design like why he is a ball and what is up with the markings on his eyes but he improves a lot with his evolution. This is what an evolution should be Pidgey.
Taillow is not very interesting and has a really goofy face which I dislike. Would have been a lot better if they went with a more realistic approach like Pidgey. Swellow is better but still not that great.
Starly I don't really get. It's supposed to be based on a starling but I really don't see it. What's with the tuft of hair on it's head again? Staravia has an even worse hairdo. Staraptor is slightly better but not enough to excuse it's heinous choice in hairstyles. Who the fuck designed this?
Pidove is a lot better and the best one since Pidgey. Tranquill you know... got bigger and different. Nothing noteworthy there. I like Unfezant, it's a very creative evolution from a shitty pidgeon into a much more intimidating looking evolution that mirrors real life gender differences in large birds in America. I think that's a pretty cool detail.
I didn't like Fletchling when I first saw it, but it got better with every evolution. I thought it was too simple and could once again use some more realistic proportions. I'm not a huge fan of middle evos but Fletchinder is slightly better. It keeps it's inspiration and i's theme without becoming silly. It's cool, intimidating as a final evo should be, the animal it's based on is awesome and is somewhat realistic.

Honestly I'm not hugely attached to any of them except Fletchinder, and to a lesser extent Pidgey. Fletchinder just because I never expected to be a big fan, but stuck with it in Amie because it was my Flame Body breeding Pokemon, and I realized how adorable it can be and how much personality it has. Pidgey because it resembles an injured bird I found that I tried to nurse back to health.
Never been a fan of the regional birds. They never survive long on my teams, although I did get my Starly to a Staraptor before he died in my Diamond nuzlocke.

I rated each line with a slight bias towards the expectation of the evo line as a whole,
Pidgey line starts off with shitty features but they grow into Pidgeot perfectly, setting a gold standard for the stage 3 birds.
No complaints on Hoothoot except it doesn't "wow" me, but then you see Noctowl and suddenly you wish Hoothoot was a bit better looking.
Tailow has very well-defined features and colors, something Pidgey wishes it had. It's second evo doesn't have enough changes to impress me though.
Starly is a good concept with poor execution. They wanted to go for rounder, fluffier bird but they forgot to make it charming. Staravia is disgusting. The things that don't work with Starly are just magnified here and it's an awkward abomination. I broke my tradition of raising the regional bird in my first Pearl playthrough because of how much I hated the design. Staraptor managed to pull off a pretty nice look in the end though.
Pidove is a solid design, but it doesn't have that "wow" factor, same with Hoothoot. Tranquil is what every other middle evo bird should be: a blend of fading first evo features and future the evo features. You can get a clear vision of what this bird is trying to evolve into, and you want to help it get there. And then you get to Unpheasant and it's such a disappointment.
With Fletchling, they finally got it right. Well-defined and adorable features, not overtly cartoony,and represents the region perfectly. Fletchinder starts putting the big bird pants on but you can tell it has room for growth. I feel like Talonflame lets this line down in this regard, because it was setup so well. It just screams "hey I'm a fire type what a twist eh?!" without working for it in its design. I greatly dislike patterns which so obviously represent the element they're going for because I feel like it's lazy. I greatly dislike pokemon like Magmar and Electebuzz for similar reasons.

Not that Anon but I love Flechinder and despise Talonflame.
Flechling is a small, simple bird with a great color scheme and overall design.
Flechinder expands upon these things, gives it even growth and change to stand out from its previous form all while it avoids the "it just gets bigger syndrome."
Talonflame keeps the same basic head, expands the markings on its tail as if it were promoted in the military but then completely discards the overall aesthetic the previous two stages brought to the table. Its body is a mess--especially with that silly flamedecal-like design and random red spots on the underside. Design aside, the name bugs the hell out of me. Why couldn't it have kept the Flech prefix? Talonflame sounds like a something someone making a shitty deviantart tier fan """"game""" would name their bird. I didn't mind using it in battle since it is, honestly, way stronger I thought a fire/flying pokemon would be but the design and name really drag it down.
