Sort of unrelated, but in the Pokémon Adventures manga for the FR/LG arc, Giovanni had met and extracted DNA from Deoxys to clone him. However, not unlike the process creating Mewtwo, he added a strand of Red's DNA. This created a Deoxys that was able to communicate and (iirc) for tell Red's actions. This also made Red his de facto father, in a manner of apeaking.

Humans are clearly a type of Pokemon on their own and are much more powerful than Pokemon, hence why they are in a position of power and can withstand Pokemon attacks
