The programmers and game developers didn't anticipate that a dedicated group of disturbed 30 year olds would learn how to manipulate a mechanic designed to create random values for each individual pokemon. Since they realized that was the case, they've been looking for ways to mitigate the toxic metagame and it looks like they've finally done it, thank god
