I havent come across one Doduo and Koffing is more common than Eevee so no its not that accurate for me
I see tons of Spearow and Growlithe here, but I've never seen Ghastly, Meowth, or Belsprout wild, and only seen a Slowpoke and Drowzee once

Purple means only gotten out of eggs
Blue means seen in wild but not encountered
I've seen like three times more Drowzee than anything else so far
Granted only level 6 because Europe and couldn't be asked to download early
The place I frequent has NO weedles or caterpies but has meowths as everywhere tier

I have infinite sandsrews, rhyhorns, doduo's, geodudes, and admittedly ekans so I have to say It's not very accurate for me at all, and I almost never see anything from the top row save mankey's and the ekans, but they're not as common as stuff that according to the chart is rarer, and I've gone as far as a 5 mile radius from my home. some areas are hot spots for variety, but mostly the same stuff around me in mid city/culver city/jefferson park LA.
I've literally never seen a doduo, but I have spearows out the ass. Also never seen a meowth, but I'll see Jigglypuff show up on my radar from time to time
Duoduo is rare for me, so is polywag. Spearow is everywhere. I've seen a lot of squirtle's in nearby but never caught one. Have gotten 2 cubones.

I've found 13 of those motherfuckers and hatched a 14th. I don't have a single other Pokemon on that line.
It varies by area you fucking idiots. No I don't have proof but the fact that everyone has different pokemon that they've never seen and different ones they see every time they play is proof enough.
