I dont know what your definition of railroading is. To me BW/XY definitely railroaded you in the sense that you were constantly told what to do and forced to stick to the plot. Prior to 5th gen, none of the games really forced you to advance in that fashion.
RBY were one of the most open ended Gens that you could do the gyms in almost any order. You only needed the badges required for HMs.

The mapping definitely shows its age. Look how several of the routes have some kind of traditional RPG maze-like layout. The layout of the fences on Route 13 and the boardwalks on Route 12 feels so impractical and forced

5 out of the 9 main towns have more than one entrance and one exit, meaning they are more intricately connected than virtually any other Gen. In terms of freedom, FRLG easily have the best map.
The only Gyms you have to do in order are the first 3. You can tackle the others, and Team Rocket, in virtually any order you'd like (the only exception being Cinnabar, which requires Surfing ability, but is also one of the towns that only has one entrance and one exit anyway).
