Donphan has two alternate forms of locomotion. OP is asking for a Pokemon that moves solely via wheels for ground travel.

if they can give a decent explanation for how a creature can have wheels (like how lawn mower rotom is just possessing something with wheels, thats fine) i guess it would be alright but the idea does not really sit well with me at the moment
