Blastoise is up there for sure. It's what a Pokemon is all about - an animal with an outlandish, surreal, badass 'feature' that just looks like it could fuck your shit up.

Otherwise in terms of elegant and efficient design you have stuff like Vulpix, Haunter, Blastoise, Eevee, Snorlax, Arcanine, Pidgeot, etc who are slick as fuck.

Best is subjective. But trying to be objective as possible, I think Snorlax is most representative of the Generation aesthetic as a whole. Gengar isn't a close, close second.

It represents absolutely everything that is missing from every gen after gen1 and 2. Down to earth, humble, realistically proportioned, bland toned, simply coloured, low contrast, world building pokemon that link that world to the real world and lets the unique, the bizarre, the cool and the fan favourites be what they are without being over-designed abominations and having to compete for attention with literally every every other pokemon on the roster.

Worst (aka ugliest, most hated or boring in my opinion) has to be Mr. Mime, followed by, but not limited to, Goldeen, Seaking, Gloom, Pikachu, Chansey, Jynx, not too fond of Graveller, Dugtrio, or Metapod and Kakuna although the cocoons are "necessary".
