It's honestly not bad at all. It's not a standout or anything but at least it has interesting abilities if you really need a niche reason to play it over other fast special attacking electric types.

I like it a lot.
Was good in game with surf/focus blast/tbolt/hyper voice, and competitively (in UU)
Has dry skin for easy switches and heals. And hits like a fucking tank with solar power + LO. And decent speed tier

I was a bit disappointed with it initially, as it seriously looked like a middle evolution to me upon leaking

Being part normal type 90% of the time has no flavor meaning (what makes Heliolisk part normal?) and just makes the Pokemon mechanically worse since normal is a really horrible type. There are a few pokemon where it kind of works (including kind of Bewear if it's meant to be mascot outfit, and Bibarel, and Girafarig, off the top of my head) but most, including normal/flying types don't make any sense. I have a feeling they only still do normal/flying type just because it's something they kind of grandfathered in. Being part normal was also kind of a boon in gen 1, at least in-game.

It really just needed a better gimmick. I would have preferred it be a Normal type that gained .../electric typing under certain circumstances and triggering a minor form change where the neck frill opens; like using Charge, being hit by an electric move, or being in harsh sunlight. That way it would make sense that he's a normal lizard until he absorbs enough solar power. Although he also just desperately needed a better learn set.

Nigga, this lizard has some sick fuckin coverage. Hyper voice, thunder bolt, surf, focus blast, grass knot, dark pulse, dragon pulse, it hits just about everything with any the first two and then any combination of the others.

Not to mention, gets a ghost immunity and water immunity, making it a beast in UU, and can also take a surf in doubles formats
