The tail, the "dreads" and hooves all look similar because they're caked in mud. I don't think, as many seem to, that the dreads are an attempt to make it look african, it just so happens that black people use mud to style their hair. So if africans are the sole owners of mud hair, then I suppose that's fair, but I don't think these dreads make it look african in the slightest. Honestly, if you look at the direction of Pokemon designs from Gen 2 onwards, you'll see that the aesthetic went more cartoony a long time ago. More vibrant and saturated colors, body patterns (stripes, zigzags, spots, lines, squares, etc), and less realistic limbs/extremities have been a thing forever. Gen 1 Pokemon designs are clearly an outlier in context with every other Gen.

You could change out Bruxish with something like Ariados or Umbreon or Poltoed and wouldn't feel out of place whatsoever.

But some Pokemon are one are the other whether they are gen 1 or gen 7 and this is in my opinion one of them. This guy really needed, at the very least, some kind of texture on its mud, especially on the hooves. I haven't seen an official Pokedex entry, but the fact that it's not immediately obvious means its already a design failure in my opinion.
