I think the pokedex entries might already contradict this but its possible that any lonely pokemon that made itself a Pikachu costume could become a mimikyu through pokemon magic bullshit or whatever. I don't think that type of thing is completely unprecedented. Humans seem to turn into pokemon quite a bit, with all the phantumps and yamasks and such, so it doesn't seem like a stretch to say one pokemon can turn into another through some kind of sadness ritual.
