I don't believe it, solely because the Caterpie line was one of very few evolutionary lines to be listed together, in order, in Gen 1 by index number. That strongly points to the fact that they were intentionally designed together. Not many evolutionary lines are grouped together, so the fact this one was makes it pretty unlikely that Butterfree was just a mistake, and basically impossible that it was a last minute decision.
