Because, from a battle strategy standpoint, ground type monsters would burrow around, confounding their foe with speed. Meanwhile, rock monsters would let the opponent break themselves on their armored bodies. These are different strategies, so they have different weaknesses. Honestly, I'd prefer if each pokemon had its own individual weaknesses.
