I honestly have no idea what a Fairy type is. Like it's not a cutesy pink type because of Chaney, Shitty and Audino. It's not a folklore type like Frosslass or Misdreavus. It's not the moon type because of Cresselia and it's not the fairy type like Mespirit, Uxie and Azelf.

Magic is less diverse for inspirations than Fairy. Also "Fairy" is more of a secondary Grass type, without actually being plants. An aroma- themed pokemon is fairy type when plants are only things from nature that give away scents.

Wanting consistency already when the type has only been a thing for a single Gen and it hasn't had the time to develop to its full potential. Give them time and they'll come up with some pattern to how Fairy-types are designed.
