Magikarp should've evolved to Dragonite.

They have the same whiskers.
Also, Magikarp was based on a story where a fish swam up a waterfall and turned into a dragon.

You could say Gyarados is a dragon, but look at Dratini and Dragonair, they are also blue worm-like creatures
