Like rather than just evolving rattata into raticate, if I max out rattata's cp, then evolve him, will he have a higher potential CP than he would have if I didn't level his CP pre-evolution?

We are a tourist area so alot of people passing through will take over the weird middle of no where rest stop gyks so we get some weird out of townee pokemon at those spots.

My home town only has one and its a pidgeot.
