Maybe. Ashninja, Charizard, Sceptile, Pikachu, and maybe Snorlax can all theoretically deal with a member of his team, and there's also the fact that Gible had the potential to defeat everything else on his team, which means everything else may be weaker than Darkrai and Latios.

Since Tobias likely only has legends up to the end of Gen IV when he was created, the only other legends he might have is something like Entei or one of the birds, etc.
