With no good data plan options I can't see myself using Pokémon GO /w mobile network. Is it pointless to play only using local hotspots, i.e. at home and uni/libraries?
Only if there arent pokestops in your immediate area. Basicallt if youre planning to grind and level up youre A gonna spend a lot of money or B youre gonna need to find a pokestop near a free wifi area and drop Lucky Eggs to help facilitate your level growth as you catch evolve and transfer your Pokémon for experience.
You can play pokemon go on your PC if you REALLY want to play it.

I was mostly just thinking of playing it while at uni or so.
If you spend enough time you should find a hotspot close to a hot pokestop that people often lure. Not the greatest way of playing and will really suck for eggs but I sat at a lure with my buds at a bar for 2 hours and got up a level and a few good pokes!
