Drop Serperior and pick up Lilligant or the cotton nigger Pokémon. Whatever's available, they're both good.

Catch a Jellicent too, it's the only good water type available.

You can catch a volcarona in the ruins accessed via the PWT before the E4. It's level 30 or something.

My OCD for fully evolved pokemon says yes

I can vouch for Jellicent and Carracosta as being solid Water type Pokemon that you might want to add to your team. Depends on if you want something focused on physical attack and defense or special defense and HP.
