I think its just that Volcarona has a very Feminine design so when you look at it you think its female. If you were to look at a Rhydon or a Slaking you'd probably call it a "he" instinctively just because of it's aesthetic.

And in B&W where it first appears you can only either hatch it from the egg in route 18 and level it up all the way to 59 or catch the single Volcarona in the desert ruins. Sounds pretty semi legendary tier to me.

Plus it's long pupa stage and greater power makes it seem more special than most of the pseudos that evolve at regular intervals.
