That steady decline is explained by two factors.
1) Nothing in terms of children media frenzy compares to Pokemania save for Minecraft.
2) The series is a copy paste for twenty years, yet maintains a 50% sales from their peak. I can think of a handful of franchises that could match that claim. Two of those being other Nintendo properties.

Compare the amount of entertainment options in 1999 to now. Pokemon Red/Blue didn't have the internet and smartphones to compete with at the time. TVs weren't as cheap and mass-produced as they are now, and a console system requires one to function, making that kind of an investment expensive compared to the "cheap" Game Boy. (Fact: Pokemon Red/Blue/Green sold AS MANY COPIES of the game as entire UNITS of the N64.)

Like with any comparison, it's not as simple as you'd think.

S&M will not fair any better than any previous games and Go will only bring in SuperUltraMega Casuals. One thing will save this franchise and that is hard work, some guts and balls, a little bit of luck and some sort of leniency from GF/Nintendo.

Apart from implementing GO's tech and frame into their handhelds, a fully worked and accessible, Major console, sandbox version of the game needs to be produced and consumed. FULL 3D, freedom and all Pokemon one way or another.

The main pokemon games have been going for twenty years, a decline is expected. Nothing stays popular forever. Yet it'll still last way longer than this mobile fling, because it's a lot more dedicated.
