There's a separate stat just for HP. Evolved pokes do get more HP, but in your example, the 300CP Rattata has more potential. If it evolves, the CP can double, resulting in a better Raticate.

So, I currently have a Dragonite CP 490 whom I raised from a Dratini.

Long story short Dragonite would be my 5th or 6th Pokemon on a Pokemon Red play, so he means a lot. If I were to put him in my team's local gym would I lose Dragonite forever? If I lose the gym do I get him back?

Or is it better to just keep him for the long run and break other gyms open with him?

There is a persisent scale (the arc at the top). Progress along that arc is constant, even when you evolve, so if it's at 30% for a pidgey, it will be the same for pidgeot (even though the cp will be higher). So any power gain before the final evo means that the max cp possible will be lower.

So only power up final evos.

If you own the gym, you can't add anymore of your own to it, but other friendlies can add theirs. You can train at it though, which raises the prestige, which in turn increases the number of friendly poke slots.

For me the reds are probably the most organized each gym having three members at a time once it's taken over there are like 2 reds almost instantly getting it back.

Blues are strong but separated seems they're just now realizing they need to start banning together instead of ruling individually.

Us yellows are a mess. Anything we take becomes red almost instantly. There is no yellow pretense at all in my neighborhood that has 6 gyms. I want to go out and help, but my highest mon sits at 197CP, waiting for it to become a nice Pidgeott
