Mega charizard was worth the weather switch and the stat boosts for the turn easy.
Sand storm had its run away in platinum's day but let's be honest, we are so far beyond that.
Hail and sandstorm haven't been viable competitively for generations because single type teams haven't been viable. With sun and now I'm guessing rain, you can build an entire team around it and still have no duplicate typing whereas with sandstorm and especially hail, you are going to have GIANT holes in your team,
Also they nerfed excadrill the immediate generation after he ruled the meta, and with out him, setting up to sweep becomes much harder with a sand storm team.

First of all, Mega Charizard Y is rarely if ever used to support an entire Sun team, since it's better off just abusing the sun it summons to wallbreak alone. Otherwise, non-Mega Venusaur would see much more usage since it's the best Sun sweeper around.
Second of all, skimming usage stats show that both Tyranitar (13.8%) and Hippowdon (6.4%) were used far more frequently than Mega Charizard Y (3.7%), while Excadrill (17.9%) itself is the third most used Pokemon in OU. Sand is by far the most dominant weather in OU today. Rain and Sun can't even compare, though Rain is still very viable.
