Not really. They just have similar silouettes and opposing themes, sort of. It's entirely fan wankery that relates them. They didn't even have the same number of evolutions until Gen II, and neither Cleffa nor Clefairy resemble what would be their "counterparts" in Gastly and Haunter.

Porygon z should get two megas. One being even more twisted and fucked up adding the ghost typing to it, and the other being a perfected version of what it was meant to be looking something like that. It could even loose the normal type and be a psychic electric type or something.

Pretty simple design, but Megas also normally don't change so much they could be seen as a standalone evolution.

Type could very well be Grass/Fairy, the archetype of the royal and wholly good white snake with a crown can be found in european fairy tales. Serperior fits that pretty well. Of course Grass/Ground could also work to symbolize Serperiors further connection to the earth, but the typing is already used by another starter.
