It may be something like this but I'd be inclined to think it would be more like the way the monkeys are given to you in Gen V.

For instance you're saying if you pick Litten you'll get a Rock/Fire Rockruff evolution. I'm saying it's more likely if you pick Litten you'll get a Rock/Grass Rockruff evolution. In other words it will help you beat the rival who has the starter with the type advantage against yours.
