It's alternate universe shenanigans, but yes it's supposed to be a ridiculous tan, though I suspect that what they were really doing is testing the waters for more important characters by making Team Aqua "ambiguously" black.

That's how I always saw it. If they were shooting for more of black features they would've made them look more like Lenora and a bunch of the NPCs in Kalos
