Except Dragon should be on Eevee, all of Eevee's evolutions have been special (or at least were prior to the Gen 4 split, barring fairy which would have been in that category as well).

If they were going to do this again, Rockruff would be Normal just like Eevee. Dragon was a Special Type, so it would go back to Eevee's type distribution, while Rockruff would have the option of evolving into a Rock Type, among the other Types.

Except Fairy didn't even exist before the split. And you can't say Fairy would definitely be Special because just look at Dark: only 1 Special Attacker when it debuted (Houndoom) and all pre-existing moves became Physical, yet it was considered a Special type.

If it debuted in Gen 1 and Play Rough was the only attack it may have been considered Physical like Ghost and Lick.
