Most birds of prey and birds that hang out around oceans specialize in such mobility, as you don't have to land as often cause you use up less energy gliding that constantly flapping.

Salamence flies by will power, it doesn't need to flap. Swellow is clearly gliding in a strong wind, you can see the wingtips moving as it makes course corrections. Neither of these need "fixing".
