First, its not a new Pokemon, the trainer is wearing a safety helmet since they're in a rocky area and there are many hazards.

Second, the collar isn't related to a new mechanic, its hooked up to either a saddle or the reigns the trainer is holding.

If you took a little bit of logic in mind you would be able to figure this out very quickly.
