Vikavolt's kind of a tough pokemon to pin down what it's stats would be like. It's honestly got qualities that would fit nearly any stat.

Visually speaking, it looks like it could be very powerful in either Attack (given, ya know, they giant fucking jaws), or SpAtk (knowing that the jaws are used as a rail cannon), with it more likely being a SpAtk oriented pokemon, but probably decent Atk. Given it's immense focus on that, I think it'd probably have pretty damn high SpAtk too, like Chandelure esque.

It's dex entry really puts a lot of emphasis on it's speed, so I'm sure it'll be fast, but it also describes it as a flying fortress, which would seem to imply heavy defenses. Maybe higher HP.

Based off of that, I'd expect something like

That puts it at 530 BST which is right in line with a big handful of starters, Aggron, Mamoswine and a few others. High for an early bug mon, but I think it's possible.

At lv 41 it has 125 hp so if its like all the other mons and has 0 IVs into hp it has 91 base hp
